Stephen Cirell
Stephen has worked in the Public Sector for almost 35 years, both via in house service and from the private sector. His local government experience included working for metropolitan authorities in Manchester, Birmingham and Leeds.
Following that, he spent seventeen years as a Partner with Eversheds, heading up its highly successful Local Government Team, to the position where it was independently acknowledged as the leader in this field.
Stephen is one of the most well known experts on local government law and is nationally known for his writing on many different areas, including contracts and tendering, procurement, Best Value, PFI and strategic partnerships. After writing 16 books with Professor John Bennett, he has now ventured alone into the Public Sector Climate Change Series, with books on solar PV and biomass heating.
Stephen created Stephen Cirell Consultancy Ltd in 2010 following a highly successful year in Cornwall Council as the lead Director on climate change and renewable energy. He now specialises in the creation of a low carbon economy, through emissions reduction schemes and renewable or clean energy projects. He is using the innovation and creativity of a career spanning huge commercial experience to assist local authorities to meet ever increasing climate change targets and bring a range of other benefits to their areas in so doing. It was for this reason that Stephen was shortlisted by the Financial Times for the Most Innovative Lawyer of the Year award in 2010.
